Samuel Tobías was born and raised in Mexico City and immigrated to Israel in 2011, together with his wife Mira and their two children. He received his medical degree from the Universidad Nacional Autónoma de México (UNAM) and completed his neurosurgical residency at the National Institute of Neurology and Neurosurgery of Mexico. During his residency training, Samuel spent 18 months as a fellow in the Department of Neurosurgery at the Jefferson Medical College in Philadelphia. After being certified in 1997 by the Mexican Board of Neurosurgery, he pursued a skull base surgery fellowship in the Department of Neurosurgery at Hadassah hospital in Jerusalem where he served as a senior staff member (1998-2001). In September 2001, he traveled to Cleveland Ohio for a two-year fellowship in skull base surgery at the Cleveland Clinic where he stayed until 2011 and served as Chief of the Division of Neurosurgery at Huron Hospital.
In 2013 he was invited to establish a new department of neurosurgery at the GMC in Israel. His main practice is skull base surgery, brain tumors, spine, and neurotrauma. He has been actively involved in the surgical management of Syrian nationals with severe traumatic brain injuries.
